Assignment Title: Development of Health Technology Assessment

Social Health Insurance Project: Improving access, quality, efficiency and financial protection (the Project) is a joint initiative co-financed by the Government of Kazakhstan and International Bank for Reconstruction and Development (IBRD, WB, or the Bank) with implementation period between 2017 and 2021 years. Its objective is to improve accessibility, quality, and efficiency of health service delivery, and reduce financial risks to the population that are caused by serious health problems. Implementation agency is the Ministry of Healthcare of the Republic of Kazakhstan (the Ministry).

Ministry intends to apply part of the proceeds for consulting services on development of Health Technology Assessment.


The objective of this assignment is to use HTA for formation of the list of health services of the State Guarantied Benefit Package (the SGBP) and the package of the Mandatory Social Health insurance (the MSHI) that would allow Kazakhstan to uptake advanced practice of OECD countries in application of HTA to support decision making on the package of reimbursable services.


Duration of assignment:

18 months.


Scope of Services:

It is expected that the Consultant, based on the best international practice and current situation in the country, will provide advisory and methodological assistance in the following areas:

–        Revision of the mechanisms for examination of medical services;
–        Development of methodology and criteria for selecting the most costly and most demanded medical services;
–        Selection of at least 20% of the most expensive and at least 20% of the most demanded medical services and screening programs;
–        Development of models for mathematical modeling of clinical effectiveness, safety of interventions and cost-effectiveness.

–        To revise HTA mechanisms regarding adaptation of methodology to assessment of health technology


Expected outcomes


It is expected that the list of medical services of the list of the SGBP and the packages of the MSHI as well the list of screening programs in Kazakhstan healthcare will be revised that would facilitate improvement of healthcare accessibility and quality due to rational use of health technology and optimization of expenditure for health technology.


The Ministry of Healthcare of the Republic of Kazakhstan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants’ qualification evaluation criteria are:

  • at least 5 years of confirmed experience in the field of health technology assessment;
  • at least 3 years of work experience under guarantied benefit or Social Health insurance packages HTA is essential;
  • ability to mobilize appropriate resources and a team of experts in a short time period in order to successfully complete the assignment;
  • Valid subscription to full-text data on evidence-based medicine in English (Cochrane / Elsevier / others);
  • membership of the members of team in international health technology assessment organizations (HTAi, ISPOR, INAHTA, SMDM).


The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grant by World Bank January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.


Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.


A Consultant will be selected in accordance with the Selection based on Consultants’ Qualifications method set out in the Consultant Guidelines.
